Islands of Resistance: Puerto Rico, Vieques, and U.S. Policy
Two recent developments have accelerated tensions between the U.S. and Puerto Rico: the limited clemency granted by President Clinton to 11 Puerto Ricans imprisoned for pro-independence activities, and the death of a Puerto Rican civilian during U.S. Navy bombing practice on the island of Vieques.
